Best Cooling HSF cheap ~$15 CPU HSF for AMD

I have a AMD Athlon 1.4ghz thunderbird and i need a new heatsink fan for it.

What's the best cooling HSF cooler for my CPU under $15 on newegg for Socket A? Noise is not an issue, I just want whatever cools the best?

Thunderbirds actually get quite hot. I would get this:

Just took a look at an old review again and it's not much worse than a Thermalright SLK-800 (~2°C idle/load). I am pretty sure that you won't find anything better than this for 15 bucks.
