Best cooling heatsink?

Right now my Athlon 64 3400+ socket 939 is running at temps in the 60's, which I know is really bad. I have been looking into water cooling, but it would cost me upwards of $125 (any suggestions for cheap, good DIY or kit water cooling?). I am looking for the best cooling heatsink under $100 (so they even sell heatsinks over $90?). Low noise would be nice, but cooling is the priority. I have an MGE Eco L4 case that has OK airflow, that was one of the reasons why water cooling was attractive; no airflow or fans (besides the radiator) to deal with. If anyone has suggestions as to the best cooling heatsink and fans, that would great.
 
xp120 or zalmans 120mm offering (dont remember the name), both come close to a inexpensive water kit and you can choose a relatively quite 120mm fan for the xp120 or just use the zalmans quite one that comes with it. Just make sure they will fit on your motherboard (they list compatable ones on their respective sites) as they are rather large.
