Best configuration for cooling here?

Using an Antec 300 with the two stock fans, as well as additional fans in all of the open bays. CPU Cooler is a Hyper 212+ with two high CFM fans on it.

The front fans are what I'd consider to be "medium" airflow.

Should the Hyper 212+ use those fans, and the two high CFM fans be placed in front of the case?
 
First, by putting higher CFM fans in front, you increase the noise dramatically. Inside the case on the heatsink, the noise is better contained.

Second, if you increase your intake without increasing your exhaust, you will have heat issues.
