WTF kind of rural backwater are you living in that you can't get isopropyl ("rubbing") alcohol? That would be my best suggestion other than water for actual 'cleaning' (that is, removing dirt/stains/grime). I mean, I know the UK can be a wacky place sometimes, but this is not some rare and hard-to-find product in any industrialized society. :p

You could try something like 'Endust For Electronics', or watered-down Windex, if you want a streak-free method to remove dust. The problem with Windex (an ammonia-based cleaner) is that it can hurt the antiglare coatings on some LCD screens, so you might want to water it down somewhat, or try it on one corner of the screen first.

Electronics stores like Best Buy, Circuit City, etc. sell cleaning kits specially made for cleaning electronic equipment. I picked one up at Best Buy and I use it to clean my LCDs and my Plasma TV. I'm sure there are cheaper alternatives, but I figure it's better safe than sorry.
