Best Cities to move to if my friend wants to design VGA cores?

A good friend of mine is going to walk this quarter after spending his last four years getting a CE degree and he was wondering where he should move to if he wanted to design video cards. I told him San Jose, but I'm not sure if that's still the best place to go meander about for CE grads. He says he is willing to move anywhere in the continental US though, and is willing to work for less than 40K. Any hot spots for recent CE grads or is everyone still heading towards grad school?

I'm graduating in about a year and a half with a CE degree, and I'm thinking Texas, even though all my friends and family say I'll hate it.

I think you would want to get the job first before you move.

Stupid question.
There are not enough of those positions in any one city to justify moving without a job.
He should be applying to all the places he is interested in working then move wherever he can get a job.

BTW, when I visited these companies a while back, alot of the design guys there weren't CS engineers or EE grads but math PhDs.

He shouldn't be limiting himself just to one type of job in one particular field. He may not even have enough experience in the particular field of CE, too.
