Best chinese translation /chinese character display software?

I remember seeing some weird software that translated emails and word files sent in chinese to english or simply displayed the chinese characters properly. anyone know what this was?

Win2k and XP do it by themselves, with a little plugin support. NJStar is good but not as good as the default windows.

i think i installed windows chinese support but the emails are still garbled. maybe njstar is proprietary?

Could be the email isn't using Big5. Fiddle around w/ the fonts perhaps.
