Best, cheapest, regular laptop (not netbook)?

These days you can't go wrong with anything you see in the ads if you're just gonna be using those basic apps.

All you need to do is do a fresh install of vista.
 
Laptop and Notebook are intercahngable tearms. There is no real difference between the two that would make a unit be called one over the other.

Generally laptops are categorized like this:

< 10" = netbook
11"-12.1" = ultra portable
13.3" - 14.1" = portable
15.4" = midsize/desktop replacement
>15.4" = desktop replacement

They are. Netbooks are those small notebooks with processors like the Intel Atom (such as the MSI Wind, Asus EeePC...). Notebook and Laptop are interchangeable terms.
