Looking for a good monitor somewhere in the 150 dollar price range, no i dont have the money to spend 100 more for better quality.

I'd like 17 or 19 inch, around 12 ms, and dvi

look around newegg. i remember several LCD's in that price range. since it's in the u.s., it ofcourse doesn't cover tax and shipping.
found this on newegg homepage. don't expect anything out of it. probablly analog input and only 6bit panel. o well. you knew that already. for the things you want, i doubt you'll find it. there are no 19in panels in that price range imo and definently no DVI. if you want DVI, you will have to spend more.

So what is the dvi difference?

I would think that you would want it to have DVI. Even the low end 19in. model (cheapest there is in 19in) has DVI input so your set.

Then 17in Acer doesn't have DVI though.

And DVI basically make the image sharper and more clear(er) than VGA input. Because it basically doesn't have to convert it like this:
Digital on the card->Analog over cable->Convert back to digital in monitor.
