That's a hard one to answer because it's hard to know what you value in a phone. For me, I want a quad-band phone, so the V3xx wouldn't make my list at all. So without knowing exactly what you are looking for - and you must be looking for something because if you just want to make cell phone calls, there's much cheaper phones out there - it's hard to make good suggestions.
Aside from the fact that it won't work well in Eastern Europe and Russia(I think that's the band that it's missing), the RAZR V3xx is pretty good - it has pretty much everything, accessories are cheap, battery life is good, nice form factor, it's reliable, sync's well with the right software, the screen is bright and clear. It's a nice phone.
