Best card for under $190.00 shipped

Best I could find is an X700 from Newegg.com for $136.00. (http://www.newegg.com/Product/Product.asp?Item=N82E16814161147) Seems like there is a big price gap between this and the next up. How are refurbished cards from new egg? I found a decent refurbished X800 ( http://www.newegg.com/Product/Product.asp?Item=N82E16814102608R ) but was unsure of the problems I might be facing. I won't be over clocking or even tinkering with the card.
