If you don't plan on upgrading to a higher resolution display then I'd get the 6870. Otherwise that 560TI is a decent deal, though personally I wouldn't pay more than $200 for one, but that's just me.
 
The Sapphire 6950 2GB that is unlockable to 6970 is back in stock at Newegg. Should I jump on it, or just go with a 6870 and wait until the next wave of cards come out? Since I game at 1600 x 1050 (not in HD) would I benefit significantly from a 6950 2GB over a 6870 1GB?

I recently made this choice at 1680x1050 and went with the HD6870. The savings was great, however my one qualm with the HD6870 is that it cannot run BF3 on very high texture settings due to the 1GB of VRAM. It's the only game I can't max, lol, so I guess if you don't play BF3 then pocket the $80.
