Best card for playing today's games at low low resolutions?

I have a friend thats building a really cheap comp setup so he can play games like call of duty. He really doesn't care about the graphic detail or resolution of the game, as long as he can play is smoothly at resolutions of 640x480 or 800x600. So what graphics chip would be best suited for this and it should be under $80. Thanks.
 
ti4200 or 9100/8500. Either should have no problem running current games at low res and minimal details. In fact, most should be able to run at at least med details and 10x7 depending on your cpu.
 
If he hasn't gotten a mobo yet, a nForce2 board with integrated video would work fine at those resolutions not to mention save the cost of buying a separate sound card or network card.
