Not sure but I would buy it for that deal worry about the other later 210 is smoking hot for a 9700 Pro.
 
I dont even know what power cable the guy selling it is reffering to, I just plug the card in and use the 4 prong plug that goes into it. That cable is a part of the PSU and wiring.
