Best capture card?

What's the best capture card for getting stuff from TV and DVD that won't cost me a chit load of money. It needs to be PCI, because I already have an ATI Radeon 8500. (And something not too expensive)

I haven't gotten it yet but I am looking into the ATI TV Wonder. You can pick it up for around 30-40 bucks on ebay.

My monitor has a built in TV tuner, and I can hook it up to DVd players and such. Could I get some kind of software and capture video using that. For sound, can I use my Hercules Game Theater XP instead of the stereo input on the monitor?
