Best Camera to Buy?

Best camera? The one you can most afford to lose if it gets stolen, dropped, just plain stops working, or is superseded by some new zinger technology next month. For me it's a Nikon D810. For you maybe a $100 point and shoot.

RX100 or similar point and shoot for people that want high quality versatile pocketable camera but don't necessarily care for swapping out lenses or carrying around a bunch of gear
A6000 or similar for people that want DSLR-ish quality and to be able to swap out lenses but don't want a huge bulky package
Superzooms for those that value insane amount of reach without spending buttloads of money and dont mind carrying around their gear

tons of mirrorless and DSLR camera systems are out there for amateurs, enthusiasts, professionals... but even then, I don't think you can define a "best camera" as the answer to that question will always depend so heavily on the use case / desired outcome. Even between two professional photographers, the best camera system for each one could be very different.

what is high HD? 1080p? 2K? 4K? 8K?

iPhone 6S+/Nexus 6P/Z5 if you want something tiny and multi-taskable with okay 4K

RX100 IV for compact (4K mode has quite a few limitations... stick with 1080p)

FZ1000 for something larger

I guess there is no best camera. It depends on what occasion you will use it. But I highly suggest that you read some of the camera manuals and see if you can fully handle it, you know if you are not a professional. And the parameters are also vital. You better decide your purpose first.

Budget is 1000 USD and image and video quality must be high HD

You can get a really good deal on a Nikon D7100 right now with bodies going for around $700 new. For your budget, I think that's about as good as your going to get as it still leaves room for glass. Canon has some solid choices also, but as I shoot Nikon I'm somewhat biased.

bought a used RX100 MK3 on ebay for around $500... couldn't be happier. i freaking LOVE the NFC feature that lets me xfer files from the camera straight to my phone. also the flip screen for taking selfies, woot!

I upgraded from the canon G11 and i'm sad to retire it but the RX100 takes better photos and is much smaller.
