Best bluetooth headset for <$70?

I need suggestions for a bluetooth headset that will work on both cell phones and a computer using Windows XP. Would I have to purchase a separate dongle? If so, how do I ensure that it will work properly with XP along with my headset? What do you guys recommend? I have a motorola that can connect using the integrated bluetooth module in my laptop but sometimes the volume is horribly low and additionally it runs Windows Vista Home Premium.

What would you guys recommend?
