Old Navy jeans are pretty good. My last couple of pairs finally had to be replaced after just over three years.
 
I suppose it's a little out of your price range, but Gap has some jeans on sale for 19, 29, and 35. Also, if you check out Foley's, they seem to always have sales on denim. Got some Nautica and Levi's for 35 bucks at the last sale.

edit: Also, Express has jeans for $20 off.
 
Another vote for Old Navy. Their jeans are just fine. And you can get painter's style, baggy, boot cut, etc for usually between $20-$30.

if you're a slim and non-tall and male.. look at the boys jeans at old navy.. they have some styles that come in widths, so if you can wear 29" or 30" inseam and 26-31" waist.. those 16 and 18's are the jeans for you, sometimes you can get 'em for under 15. my son (16) is good in 18's, my daughter's boyfriend (20) is good in the 18 slims..



 
Check out Marshall's or TJ Maxx. I scored a pair of Paper, Denim & Cloth jeans that retail around $150 for about $15 (plus about another 15 for hemming, as they were too long for me), and a pair of Levi's Premium's that retail around $70-100 for about $15. Even if you're not a high end jeans freak, you can find a wide variety of other brands at those prices if you shop at discount stores.
 
I swear by the Mossimo jeans at Target. I've got three pairs that'll stand up to anything.
 
Those #7 and Antique jeans are UGLY. Those are the pants you see those clueless engineers and other general nerds wearing thinking they are cool. That's why they are so cheap. DO NOT BUY THEM UNLESS YOU WANT PEOPLE TO THINK YOUR MOM DRESSED YOU.
 
This past summer Gap sold jeans for 10 bucks. I bought 3 pair and they are the best jeans that I've ever worn. The same ones are now 40 bucks. Check ross/marshalls/tj maxx. It takes some patience, but you can find some great deals there.
 
Express for men has a sale on Jeans right now they're only about $24.99 after $20 off. They're pretty nice jeans for a good price.

I get Levis at Costco for about 20 bones and they are comfortable and durable for the price. I can't imagine spending more than $30 on pants.

I usually get my stuff at Express for Men when they run sales. Their stuff usually fits pretty good, tho their jeans run about $40 normally. They sometimes run 2/$60 or send me coupons in the mail.

Picture this. We had EXPRESS (women) next to Structure (men's) in the mall. Then one day, Structure turned into Express for men's. I went to the mall recently and that Express (men's) is Express (women's) now!!!! So, 2 Expresses side by side for women. I'm so upset.!!!!

I went to Beall's the other day and bought a couple of pairs of UNION BAY for like $7 each. Call me cheap, but they fit me nice and look nice.
 
I like Aeropostale pants. I have a couple pairs of jeans and khakis, and they are cut very nicely and only $20, $25 MAX. Stand up to just about anything too.
 
I have always get Abercombie & Fitch jeans for less than $20. You just have to know where to look for them 😉
