This is a better suggestion than you might think, if you have a MagLite. Two-Fish LockBlox hold flashlights securely and aren't too expensive.

Bike lights have 2 purposes: seeing and being seen. I'm not sure that you can do so well seeing for under $30.

I have no idea if they are good or not, but the sweet new hotness around here are HID's for your bike.

Not sure precisely which part of your post your smiley is for. My guess is the $30 budget.

HID is awesome if you can afford it: unmatched overall output, best output/input power ratio, and good/very good shock resistance. They have fair/poor battery life because they're putting out 3-5 times the light needed, and they're expensive. Of course, building a comparable-output system with multiple high-flux LEDs will be nearly as expensive and heavy due to the heatsinking required.
