There is no "best" TV.
What size are you looking for. Do you want something flat or is ~14" deep okay/
That will usually help determine which technology to look at.

Get an HDTV (not an EDTV). Something with at least 720P would be good.

Do lots of research first. There are some really good home theater websites where you can read about different models/technologies.

In your price range you can get something around 37" to 50" depending on the type of TV (LCD, DLP, PLasma). If you got a CRT RPTV you could get something larger.

I have the 42" Sony KDF-E42A10 LCD RPTV that you can get from most places. It delivers a stunning HD picture and a very good to excellent SD picture. BB has it on sale right now. This TV has a ton of inputs on the back and side inputs (component and composite) for connecting a game console or video camera. This TV also doesn't take up a lot of space if that's an issue.

The color wheel is the one thing that keeps me from getting a DLP and I'm not even sure if I see rainbows or not. I like the Sony SXRD TV's but they're out of the OP's price range.

If he does some research, you'll see that the vast majority sitting more than 7-8' from the TV cannot tell the difference between EDTV and HDTV.

If you're looking for the best picture quality for under $2K, then you should take a look at this one. I have this TV and it is the absolutely the best for HD display. Two of my friends who went the DLP route felt sick about their purchase after they saw my TV. 😛

You do know that for this price you can get a 37" 1080p LCD TV right?

But you're not going to get the picture quality. Depends on what you're after. Size or PQ.
I haven't seen a LCD TV in person yet that doesn't ghost yet either. Any out there that definitely don't?

There are lots of LCDs out there that are quick enough to where most people don't notice the ghosting, but no there is no "definitely" in that. And yeah, you can get 1080p LCDs for under $2k, but there is a lot more to image quality than just resolution.

If the OP is ok with a 34" set then the Sony XBR960 mentioned above would definately offer the best image quality hands down. Otherwise if you want something bigger I'd go with a DLP set .. LCD would be my last choice due to common issues ,such as weak black levels which is a very bad thing when watching movies, A lot of people wont admit it but the Westinghouse 37" has terrible black levels, worse than the average LCD.

I'd go with an high quality ED plasma over other large display technologies with higher native resolutionslike LCDs and DLPs where only the lower quality models can be had in the same price range. Acutally I did just that over a year ago, and I don't regret my choice in the slightst.

Does the livingroom have a lot of windows in it? If you can get good light control, front projection is a whole other option for you.

You could get a 720p LCD projector and screen for under $2k. If you're after a cinematic experience and the seating distance is 10feet or more away, you're going to need a pretty big screen.

What's the viewing material? If it's not HD, you could save money by getting something ED while prices drop. It's not all about resolution for quality of the display, especially if the material isn't HD to start with.

My advise is to have her buy from a local small electronics shop. The big box stores have crap for service and couldn't care less about you, but with small local shops they stay alive by giving good service. It is especially nice if your mom doesn't know much about TVs and electronics to have someone knowledgable to call if she has a question, try calling Best Buy with a simple question and see how long it takes on the phone.

As for price from small locals, they will usually work with you on price and can even get close to the big box store prices.

As for her price range, LCD projection TVs aren't too bad and you can get fairly nice ones in that price range. They won't have quite the picture quality of plasmas, but are still pretty good.
