Best "behind the curve" card for the buck?

I have a friend with a Radeon x300 SE that says his game is slowing down considerably in some parts of World of Warcraft.

He's looking to upgrade his video cards and I told him I'd get a recommendation for him. Problem is I know nothing about PCIe cards (I'm still using an AGP 9800 Pro).

What's the best "bang for the buck" in a video card out there right now, for less than $200?

Why not go for double the memory, same speed etc. less than $20 more....at the same vendor?
