If notepad isn't good enough for you, then Dreamweaver is a good tool if you have the cash.

I think one of the frameworks is the way to go, if you want something relatively modern. Catalyst is a perl framework that I've found quite interesting, but there's others for other languages. Ruby has its Rails, and python has a couple.

I agree using a framework would be a great help(and save tons of time) for building dynamic sites. If you are using php(your name is phpdog after all!) check out CodeIgniter, it's a great lightweight MVC framework. There is also Django for Python, I haven't used it but I've heard a lot of good things about it.

The only thing I've bought to create websites so far is UltraEdit. Other than that, I've been using Eclipse with Exadelstudio.

The other posters are suggesting development tools, but I honestly can't tell exactly what it is you need.

Do you need the software that runs on the server and provides the basic capabilities of the website you described? You need a web server and database engine, and which of those two things you're working with will have some impact on the front-end tools you choose for creating and uploading source files. If you already have that stuff set up then tell us what it is, and we may be able to suggest some more specific solutions.
