Best and Cheapest Video Card

Radeon LE hands down. Sorry the MX just isn't all that, and the visual quality of the Radeon will blow it away.
 
The Radeon LE has been an excellent card for me. I run it at the stock clock (148/148) but with the HyperZ hack.

It's nice to know that if it should ever start bogging down in any of my games, I can overclock it by 40 more mhz without any artifacts. The highest I've benched my LE was a 3DMark2000 run at 205/205.

not speaking from first hand experience, but people with hacked Radeon LE's usually get around 3000 in the 3dmark 2001 benchmark. In fact, I believe there was a thread on it.....
 
In regards to my 3DMarks, running a P3 700@700 and the LE stock except for the HyperZ hack (this is the run I use as my 'Baseline' score so I know whether any future changes I do make my computer faster or slower), I score around 2350 in 3DMark2K1 (here's a published score of 2358).

In full-blown overclocked (P3 700@980, Radeon LE@ 198/198) mode, my highest score is 3157.
 
It's kinda impossible to get the BEST with the CHEAPEST price.Depends on ur budget and I think Radeon LE is enough for everything,yet low price too!
