There is no best. It all depends on your budget.
I would say the XP-120 w/ Delta or Tornado fan.
Of course if you're buff you could go watercooling or even phase change for more extreme performance.
 
Zalman or Thermalright. I prefer Zalman but am in a shrinking minority. Either way you won't go wrong with either.
 
If you don't care about noise then for Air cooling a Thermalright XP-120 w/ 120mmx38mm Highspeed fan will be your best bet.
 
You say you dont care about noise but after you install a vantec tornado you'll start to go crazy.

Check thermalright's website to see if the xp-120 fits your motherboard, if not get the xp-90.

I suggest a fan no more than 35 db.

ok, seriously, take everyones advice and get an xp-120. but remember, case cooling is just as important.
 
The XP-120 is awesome, but completely over the top for your processor. I would recommend the less expensive, and more likely to FIT, XP-90C by Thermalright, with a Panaflo MA1 fan attached. FrozenCPU has the best deals on them ($10 cheaper than NewEgg), and with the Panaflo with 3 pin power adapter option (Panaflos do not come wired, that is an option, or you can solder it yourself) you come to about $55 without shipping. Add in AS5, and you have a awesome heatsink setup.
 
120mm fan is quieter and pushes more CFM than a 90mm fan. XP-90C seems like a overkill and waste of money if you ask me. For the same price, I'd pick the XP-120 over the XP-90C anyday. XP-90 w/ fan from Jab-Tech is the best deal.
 
I've got an all-copper CoolerMaster Hyper6 heatpipe heatsink mounted with twin Vantec Tornados.. I love it, although its massive 😀
