Best amature photo editing software

So what does OT reccomend?

The software would be used by a girl that has alot of pictures but not alot of editing exp.

I was thinking Coral Draw or Paintshop Pro, but I've been out of those loops for a while.

Is there a Photoshop variant that is simplified for non-pros? Adobe Image Editor or something like that? Price is a bit of an issue as well.

Paint.NET is pretty awesome and I'm using it now. It has all the basic stuff + layers + some filters. Easy to crop, resize and do some simple edits.

well I'd love to just give her a cd with the stuff burned on it, but it's xmas in all... kind of have to spend money.

She's going to want to do artsie photography edits. She has the watered down software that came with her Canon camera, so I'm looking for something more than that.

Edit: Oh and I'm seeing PSP X by Corel and PSP 9 by JASC, that's why I asked. I knew PSP by Jasc. I guess they got bought after v.9?

I say the Gimp as well, it's really powerfull and free, give it a try.
