Without a doubt the artic cooling S1 Its cheap $25 and it can be run passively with no fan. I run my 8800GT with no fan and my idles about 44 and loads about 54 If you want better cooling than that, add a 120MM fan to it, and it gets even better....
The top ones I think are the Accelero S1 (I have this, it's awesome) and one of the Thermalright ones.. (HR-03GT?)
The Accelero is really cheap, and with an undervolted Turbo Module, brought my max load temps down to my minimum idle temps with the stock GT heatsink (56/79 to 37/56.)
Well... I would recommend the Accelero S1 (maybe Rev2 for compatibility). However, if you are talking best, maybe one of the the AC Xtreme can be modded to fit a 8800gt. Currently, they only have compatibility for 9800gtx and g80s.
my vote is for the DuOrb, its not the quitest, but cools quite well, and only takes up one slot. my 8800gt with stock cooler and stock speeds would idle at 60C, with the duorb i can overclock it to 740/1825/2000 and it loads at 60C, idles at 40-45C.
If your case is wide enough I would also recommend the Accelero S1. I have one installed passively on my BfG 7900 GS OC and it dropped the GPU temps from 58/85c to 49/56c. And best of all - no noise. Just make sure your case it wide enough to accommodate the S1. You will need ~140mm clearance.
