Best 350 to 400W Reliable Inespensive Quiet PSU

Anyone have a notion of what's the best power supply that has the following:

1) Reliable and long lasting; and current with 24 pin connector.

2) Quiet with a 120 mm fan in the base - you know the type and very quiet.

3) Not very expensive, say $30 to about $40. I just can't do these $100+ PSUs.. I've had very good experiences as described above with Coolermaster but am not tied to it.

4)Only a small 350 to 400W supply as I've taken readings and only use about 250W tops!

Here pick your choice at your price. Believe or not I am using that $25.00 550W HEC on a 939 NF4 mobo for almost two year and so far so good. PSU

I've had good luck with the Fortron FSP300-60GLN for $32. It is "only" 300W, but should be good for up to any midrange system. I was running a similar PSU (Fortron with similar specs but in SFX size) with an Opteron 144 @2.7GHz, one HDD and a 7900GTO video card in my gaming rig.
