a pretty good WC system can be had for $400
 
PhII 940 doesn't require exotic cooling to get to 4 Ghz or over - folks get that on air, w/o extreme temps. Heat isn't the enemy, the silicon just hits its limit like brick wall.

personally haven't seen too many claiming a 4+ oc on air for the PIIs. But it's very OCable is for a fact.

What I meant - and I didn't articulate very well in my previous post - is that if a PhII hits, say, 3.8 on air with good cooling, you probably won't get more on water. The temps won't be outrageous, the silicon just says "I'm not going any higher".
