Does Matrox still build the best VC for 2D and DVD playback?

2D: arguably.
DVD: no, not even close. ATi and nVidia are much better.

if u want a combo of 2d and dvd...than its ATI. strictly 2d would be matrox.

Best 2D is undeniably Matrox, I'd be surprised if there was more then one in a million people that would disagree with that.
Matrix has never had the best DVD... the best DVD has long belonged to ATi, and that still holds true.
