Belkin Wireless Router setup help needed

I just bought a Belkin wireless router and am having problems accessing the Setup screen in Win XP. I turned off the XP firewall and automatic proxy checking in the browser but no go. When I do a "ipconfig /renew" from the cmd prompt, the activity light blips a few times on the router and after some time comes back with a cannot connect to DHCP server message. When I check the ip address, it is not in the 192.168.2.xx range as stated in the Belkin FAQ. When I type the router address in the browser, it comes back with a "cannot detect network settings blah blah blah" message.

I am connecting via a Netgear FA310TX Ethernet card.

Any ideas as to why I am not getting the setup screen. Hopefully I haven't missed anything obvious.
