Belkin not WEP-compatible with other brands?

I purchased Belkin router and PC cards on the latest positive-cashflow-after-rebate deals. I can't get the router to do WEP with a Gigafast (Realtek chip) card, nor can I do WEP between the PCCARDS and my netgear router.

The Belkin PCCARDS work with the Belkin router, including WEP.
The Netgear router works with the Gigafast and Lucent PCCARDS, including WEP.
Everything works together without WEP.

I tried with Win98 and WinXP clients, using the CD that came with the cards and the latest client software from Belkin. Belkin tech support couldn't resolve the issue and referred me to tier 3 support, but they are daytime only so I haven't called them yet.

All WEP discussed is 64-bit.

Has anyone succeeded?
 
I am using a crappy Belkin F5D6231-4 with a Gigafast WF741-UIC on a Windows 98SE Machine. The Belkin is used as an access point connected to a Linksys wired router. Features that are enabled on that wireless router include 128-bit WEP, Mac Filtering, and Disabling SSID. Ever since that router was moved to a different location and left plugged-in continuously, it has been much more stable. Either these routers were not meant to be turned on/off or Belkin ships defective cables with their products.
 
I m using both Belkin usb card and pci card with linksys 11b router with 64bit wep and they work fine. There were some problem initially due to the wep setting, belkin card did not use passphrase but required manual setting on the key and key number and I used passphrase on linksys router.
 
Perhaps the PCCARD version 3 is worse than some other Belkins. I had similar issue trying to get the Belkin to work with Belkin - I had to use passphrase, hex key didn't work.

All my trying included passphrase as well as hex key entry.
