Belkin F5U098 Ultra ATA/133 PCI Card "Cannot Start"

So, I recently reformatted my computer. I have been able to get everything up and running except my Belkin F5U098 Ultra ATA/133 PCI Card. I have the CD and all that good stuff... but when windows installs all the drivers, the hardware box pops up saying "This device cannot start. (Code 10)." I thought that maybe because I didn't use the mobo driver CD, but instead I used the drivers off the Asus website, that maybe it was my mobo not seeing the hardware at all. So, I looked into it and the mobo does see the controller because I have a hard drive connected to it, and the mobo sees the hard drive in the list of detected drives. So, I assume that it's all an OS problem. I was reading XP cannot see Ultra ATA/133 controlls, but no real solution...the weird thing is that before I reformatted my hard drive, I had the controller working. I installed it back in Decemeber, so I don't remember what I did to get it working... well other than using the "Add Hardware" wizard. And I used the wizard this time to install it, but it didn't work...

I want to say I've done all that I can (removing and reinstalling the hardware), but who really knows if I did ALL that I could. So, if anyone has any information on how to install this mofo, please help!

The rundown of my comp (basic)...

CPU: Intel Core 2 CPU E6600 @ 2.40 GHz
Mobo: Asus P5B-Deluxe (Bios ver: 1215)
OS: Windows XP Pro (5.01.2600 Service Pack 2)
RAM: 2GB

When you say the mobo sees the hdd, is this in BIOS or in Windows?

I see it in my BIOS.

In your last installation, was the OS running off the controller?

Are you using any other pci cards - best disconnect them for now.

Nah, the last installation I had my OS running off the mobo. And the only other PCI things plugged in are my video card and my sound card.

yup, everything is the same. All i did was reformatted the hdd. Didn't move anything in or out.

In your last installation, was the ATA controller installed when you installed XP?
Or was it added after you installed XP?

I presume you did the same with this installation as well.

Try taking out all unneccessary hardware or disabling in BIOS - no NIC/sound/controller etc.
reboot,
check device manager - all ok?
If yes, add the controller, what about now?
Did you do a BIOS reset at any point, or change the CMOS battery?

ya I'll take out the vid card and sound card and see how it works out... sometime later today...
