Belkin 4 port USB hub shuts off during boot

Hi,
A friend has a Epox 8KTA3 motherboard with a AMD 1800+ CPU and 512meg of ram. OS is WIN98SE.
He has a Belkin 4 port powered USB Hub that is connected to one of the USB ports of the motherboard.
When his computer boots-up all th lights come on the hub until boot process reaches the "Detecting IDE Drive" the hub seems to power down. And when it gets into Windows the hub does not work. Yet any other device that is connected to any of the two USB ports on the motherboard those devices work fine. He has tried both ports with the hub. The hub was on a different computer before with no problems.
Would anyone have a clue to what could be wrong?

News Flash!!!!
I was missed informed.
No USB devices will work when connected to the USB ports.
But when WIN XP was loaded the USB ports did work.
But now with WIN 98SE the USB ports do not work. The are enabled in the BIOS.
Is WIN98SE turning the ports off?
I asked him to check the Device Manager to see if it shows the USB ports. Haven't got a answer yet.
 
Does he have the latest Via (I think this is a Via chipset on this motherboard but if not, substitute the appropriate chipset manufacturer) drivers installed? I had something similar happen because I forgot that little thing on an install. At this point in time, I would remove all of the devices and just work with one right now (the hub would be a fine choice since 98 will have the drivers for it).
 
Is it usb 2.0 or 1.1? If it's 2.0 their is no native support for it with 98se. You should then load the proper drivers for 98se. I would see if it is even showing up in the device manager. If it is but with a question mark or exclamation point, select update driver, then choose windows update as the method. This should be the most simple way - if it works...
