Are you logged in under the account that Vista created for you during installation? Or are you logged in under a "standard" account created after the main account was finalized? If so, then you need to log in under the first (admin) account. When I installed it I used the first account, and did not have any problems installing software. If you have the proper privileges on the account you will still see UAC prompts asking you to confirm that something should be installed, but it should go ahead and work once you do.
Edit: Oh, as to the 'thinking.' Not sure what you mean by that, but probably it is Vista indexing your hard disks, which it does for a little while post-installation.

Limited accounts are a good thing. Imagine you accidentally download a virus or something while running under limited privileges - when it tries to change something major, it will hit the same roadblocks as you would if you tried the same thing.
