beeps and video stutters

I get consistently rotten game stuttering on my system.
XPS Gen 4
3.2 ghz
1 GB ram
Radeon X850 (running the latest catalyst driver 6.3)

The stuttering happens to a greater or lesser degree on ALL games... including stuff like LOTR Battle for Middle Earth & the Sims 2 in addition to the FPS fare and sports titles like Alpine Skiing 2006. Games like The Movies have stuttering when scrolling across the screen too.

FEAR is totally unplayable. Run 4 seconds... hitch for 1. etc.
The FEAR system tests shows decent frame rates however.... weird.

Oh yeah ... yesterday I began to experience a steady repeating "beep" sound coming from inside the case when running any game. (FEAR, SIMS 2, etc.)

I ran memtest today for about 2 hours. No errors.
Currently running Prime95:
1024k passed
8k passed
10k passed
896 passed
so far....

System is clean and stable otherwise.

Before I start trying to replace components (like a monkey with a typewriter) I was hoping for some experienced advice.
Does this sound like a RAM or bad Video CARD problem? (or something else?)

Interesting on the beeps... I'm not doing any overclocking or hot rodding.
Its just an off the shelf Dell XPS.....

My environment is cool and clean too. (if that matters.)


 
ok - so I just finished running memtest for another 10 hours. No errors.
So is it looking like this is a bad video card?
 
My year and half old Dell with almost identical components, save for an x800xt, just started having beeping problems too, after starting to play Oblivion last week...I was guessing it was coming from my video card, cos the catalyst control center was saying the chip was at like 80 degrees C right after the beeping started (when I closed the game real quick to check).

I'm hoping my fan just died or something on the card...Maybe yours is the same issue...If anyone can verify this that would be awsome.

I have not had stuttering problems though.
 
update - so I've swapped out the video card : and 850 for an 1800XT....

Grrrrr. same result.
same gawdawful stuttering.

What could be causing this? My Ram seemed to check out alright via memtest.
got the latest ATI drivers.
so frustrating.

I ran another test with F.E.A.R
The system performance test had very high frame rates.

When playing the game however...it is unplayable... it seems like whenever I enter a new area...like running around a corner or into a new room.... the frame will hang.

If I shoot a rat...the screen will freeze for more than a second rightt after the trigger is pulled.

I appreciate any new suggestions.
