Apparently this beep code means "video error"

But as far as I can tell, the video card is seated properly. (I've reseated it a billion times.)

Does this mean my video card is shot? My AGP slot? I'm not really sure what to do...

Have you tried the cleaning the contacts with an eraser trick? How old is the mobo / vid card?

Couple o years old

It's a Geforce2 Ultra on an Asus A7V

That eraser bit is a good idea... I'll try that.
