Beautiful mystery plant

For something like 1 1/2 years once a week I passed a planter coming and going on my bicycle on Wednesdays. There was a wonderful looking plant and several others growing out of it. It was on a street corner. I told myself I wanted to stop and take pictures one day so I might be able to discover what it is and maybe get it's cousin growing in front of my house, where I've started several succulents from cuttings I pilfered walking sidewalks (tiny cuttings, not harming the plants). But this plant didn't look like it had anything I could cut off and plant, so I didn't try that.

On June 23, 2023 I finally stopped and took 4 pictures. I had quite literally passed it over 100 times without taking those pictures. The funniest thing is, the following Wednesday, the plant was gone !!!

I guess maybe they thought it was starting to look rangy, I have no idea. I'm sure it had seen better days, but from a distance I guess it still looked striking. What is this?
