BBC to limit PDAs

I thought this was an interesting read. BBC is banning its employees from using any pdas other than pocketpc2002. I can understand the plain-jane organizers but I thought the old wince and up along with palm os3 and up could be made secure with aftermarket software. Of course with 18 months until this policy is enforced, I really have to question their desire to actually secure their data. What is the average life span of a pda?
