Why do GCs lie?

Why can't they do what they promise?

I have gone through eight GCs just trying to get a damn quote for some work we need done. They all came out and looked at the project; they all said they would have quotes within 2 weeks. Have any of them sent a quote yet (6 weeks later)? Nope. Most of them don't return any calls.

So, anyone in the Bay Area know of a good GC?
 
What are you having done. I can recommend a few since I work with them all the time as part of my job. I'm in Berkeley.
 
We are doing...

1. a partial master bath remodel which is fairly small. Involves swapping out a shower with a tub and full tile work.
2. can light install throughout the downstairs. ~15-20 cans I am hoping they can run speaker wire at the same time.
3. replacing all the carpet in the house with laminate and carpet including a new wood stair rail
4. retexture/paint the walls downstairs

I think the problem is I want to do some of the work with each of these. If anyone can recommend anything I would appreciate it.
