Intel chipset w/xp to a Via chipset w/xp ??..anyway..do a hardware checkout using a knoppix livecd..

I had a similar problem on a Gigabyte board, I adjusting various settings in the bios (this took some time) but eventually I was able to successfullly boot from the Windows CD, I suggest you review that link and do the same.
