Battlefield 4 Jets Question

I must be completely retarded but I have put 20 hours into BF4 and I haven't even seen one unoccupied/stationary jet ready for the taking. Not even on the practice range. Are jets limited to premium members or something? This blows my mind that I can't find a jet no matter how hard I look and I can only find helicopters on the practice range. God damn so many things about this game piss me off.
 
You spawn in jets and they start in the air. Look for them as empty plane icons next to the starting bases.
