Flickering? That is far more serious.

How about you list out the specs of your machine including the details of your monitor as a start.

Are you using an NVIDIA or AMD card? They both can set a profile for the game to force Vsync on. Try newer or even older drivers if that doesn't help.

Open your Nvidia control panel, go to Manage 3D settings and at the bottom of all the settings is the Vertical sync option, that should read "Use the 3D application setting".

One possibility is the driver is overriding your setting in game.

Now explain what you mean by flickering? This has nothing to do with vsync tears and I am not sure what you mean.
