Lets say i level up the enginner class and unlock the scar. Is the scar better than the m4a1 and the gun unlocked after the scar is better than scar?

No. They are alternatives, not upgrades. Choose the one you like the most. M4A1 is competitive with all of them.
 
Main thing is to find a gun you feel comfortable with.
Different guns also suit different playstyles.

Upgrades for a gun are more useful than a "better" gun, the exception being grinding out a bunch of guns for recon if you want to be a sniper.
 
To a point the gun won't matter, if you're good you'll have a high KD despite the gun you use. So it's your preference. =D
 
Uh guys, the Famas will rip you up. The rate of fire on that thing will cut you in half before you even let off one round out of your gun.
 
I have all the engineer weapons unlocked but I still use the M4A1. I find it to be accurate, little recoil, good rate of fire, good clip size, and super fast reloading. The only problem is that you need to get the full engineer service star before you can use it on the Russian side.

M4 is just as good except for extreme point blank and shares the same upgrades so it's not a big deal.

The M4 and A-91 are generally considered to be the best engineer carbines. The G36 is similar to but slightly worse than the M4. The SCAR is good if you have good aim and like to use single fire, or at least know how to control recoil well but since it was nerfed not many people use it any more. It might come in handy for some maps if you need the longer range (using heavy barrel and rifle scope). The AK-74u and the QBZ-95B are pretty bad, they have lower rate of fire, more recoil, and less accuracy than the other carbines. Likewise the SG553 is not very good although it is not as bad as those two. The G53 is pretty much identical to the G36.
