Battery wise mode?

I am using Fujitsu mini notebook

when i click on the battery button in the system tray, i can only set time that it turns off the monitor, stop the harddrive, go standby....
can i set the cpu speed too?

my notebook is a 1.2ghz version, sometimes it said 1.20ghz under "my computer/properties"
sometimes 600mhz, sometimes 300mhz..
Doesn't matter if i plug the ac power, it sometimes still at 300mhz..

can i set it myself ?
