Battery time available

On my laptop Dell Inspiron 6000 Pentium M, when I move my mouse over the battery icon it get the % value left and estimated available time, seen here. Battery timer

On my parents laptop Compaq V2000 Celery M, it just gives the % available.

Both are on WinXP.

Is that a Windows XP setting? Or something else? If WinXP, how do you get the time on there?

TIA

My guess is that the information the Windows battery icon gives you is dependent on what information the power system provides Windows. The Dell system may provide Wattage discharge as well as estimated capacity, while the Compaq may not provide that information.
