Battery: 0% and not charging.

What do I do here? I got a nice laptop last november as a present, and then I tried to sell it via Craigslist because the laptop didn't support Virtualization. Well, I got swindled. So the laptop has been in police lockup for months. I finally got it back today, and that's what I get.

I figure the battery had been discharged too long, and now it's dead. Does anyone agree?

Or do you think the laptop power brick or charging circuit is shot?
 
Unfortunately, kinda hard to tell w/o getting a rep battery. My guess would be the battery would go long before the onboard charging system would though
