Batter strikes out with less than two outs, man on base running.

It's a standard rule. Force outs (where you just need to tag the base) only occur when the runner must get to that base.

In the case where the runner goes when the batter strikes out, this is a stolen base. He is not forced to run, therefore must be tagged.

Well, I thought it might have been like when you catch a flyball. If the man is running, you can get him out by getting the ball back to his "time-of-pitch" base before he gets back.
 
it would be considered as if he was caught stealing. yes he must be tagged. strikem out throwem out double play mmmm
