Batman Arkham City Help!

I am trying to figure out how to get past this fence in front of me. I just started and have been roaming around the city for a while and stumbled on this. Is there something I have to do later on to get past the fence? It is located under the manhole taken in the picture. Not sure if anyone remembers or not but what the hell I'll see.

Is it the grate under the manhole near the first place you can play as Catwoman?

If so, you will get to this eventually.

There's a ton of areas you can't get to without the right gadgets or Cat woman. If it's not part of getting to a primary mission marker, then you probably have to wait.
