I need a program preferably free, that'll be able to do a decent job of removing dust off of roughly 2000 photos that have been scanned in. Anyone have any ideas?

If you're going to be manipulating 2000 photos, bite the bullet and at least get PhotoShop Elements. You'll be glad you did.

I have it, can it automatically do it on each photo if i just select a file folder filled with images? The dust seems to be random, not consistent.

You can't do them in a batch really well if they're randomly scattered. Dust and scratch removal filters remove a lot of detail.

I worked on getting a dust removal setting that looks good while removing very little if any quality in photoshop cs2, however I need a way to automatically do it for all the photos. Is there a good way to do this in photoshop?

Yeah on the history palette, switch to the actions tab.
Create a new action, and press record.
Use the dust removal settings on a picture. After you're done, save and close.
Push stop now.
Now, go to file, automate, batch.
And you can apply that action to an entire folder.
