Realistically speaking, he doesn't actually need 64GB RAM but let's pretend that he does.Good luck in your quest to find a laptop that isn't otherwise vastly over-spec'd / over-priced for your one requirement.
My main laptop supplier doesn't even stock any 64GB laptops.
The laptop I normally recommend to customers with average needs (Ryzen quad-core, 8GB RAM, 256GB SSD, 15" wide-screen) can be upgraded to 20GB RAM maximum, FYI. It might be worth looking for a laptop that can be upgraded to whatever-is-acceptable figure rather than one sold with that figure already installed.
If you've got a habit of hoarding browser tabs, I'd strongly recommend alternative solutions (e.g. bookmarking). There's also a feature (at least in Chrome and Edge) called 'memory saver' which might be worth your while to look at.
