This is a tool every one should have it you like the OS or need to recover things periodically.

Bart's PE Builder

PE = Pre-boot Execution from Windows PE which is "command-line" version of XP. PE is also the installer for Longhorn/Vista. I built my unattended installations based on PE and have remote initiated, hand off installations using a PE partition.

You can recover data on a non-bootable (from local OS) system, fix the registry, test components, etc., using PE.

MS provides enterprise customers with PE, but Bart has figured out how to do it for anyone who owns a copy of XP. You should check it out.

Yes. Very true.
PE will help in situations where only one computer with XP is online (helping the neighbor or your parents). Also, if you have "Access this computer from the network" restricted, Remote Registry will not work. The XP default is everyone, some security configs restrict it by removing all groups (See MS site on SecEdit and Security Templates).
 
I have a Bart's PE disk I've made in case of emergencies. Pretty handy tool if it's ever needed and I've made some of my own plugins for it so I have USB, printing capabilities, A/V, firewall and some other useful programs. Didn't bother making a plugin for my video drivers but I might get around to it the next time I update my Bart PE disk.
 
I used Bart's guide to create a DVD-RW with XP, SP2 slipstreamed, and all my other software that I need (Photoshop, Office, Nero, Firefox, and loads more). Greatly simplifies a reinstallation. And when new versions come out, I just update the disc, erase and re-burn. It's very handy not to have to go digging through a stack of CDs trying to find a specific one.
 
Bump so when someone asks if there is a way to access the files on my machine that will not boot the OS...
